Slicer Docker image

Conclusion

We have Slicer docker images for building and testing slicer:
- https://github.com/thewtex/SlicerDocker
- https://blog.kitware.com/3d-slicer-improves-testing-for-pull-requests-using-docker-and-circleci/

Moving forward:
- we will repackage the binaries built by SlicerDocker/slicer-build into a lean docker image
- slicer docker images will self describe itself. Running the image will list all available CLI and it will be able to execute a CLI and process files from the host filesystem
